THE EXECUTIVE ENGINEER, BSNL CIVIL DIVISION, 2nd Floor Jawahar Road T.E. Building, JUNAGADH invites sealed item rate tender on behalf of BHARAT SANCHAR NIGAM LIMITED for the following work(s) from the eligible contractors from approved list of BSNL Civil Wing. All the intending tenderers shall also have a valid Service Tax registration number. The contractors registered in appropriate class of BSNL Civil Wing shall be eligible for issue of tender forms irrespective of the limit of number of works in hand and irrespective of the financial limit of work in hand as per respective rule of Enlistment of contractor in BSNL 2004.

II. (a) Last date of receipt of application (in the prescribed format along with attested xerox copy of Service Tax No.) for participation in tender - 24/11/2009 (upto 1600 Hrs.) (b) List of eligible tenderers will be displayed on website www.gujarat.bsnl.co.in/civil by 1600 Hrs. on 25/11/2009 (Only the eligible tenderers, as displayed on website, shall be permitted to quote rates /percentage and submit tenders. The tenders of ineligible tenders, whose names are not displayed on the web shall be rejected & shall not be opened.) (c) Tenders from eligible tenderers will be received by the EXECUTIVE ENGINEER upto 1500 Hrs. on 27/11/2009 and will be opened by him or his authorized representative on the same day at 1530 Hrs. (d) In case the tender document is downloaded from the website, the applicant will submit his credentials required to establish his eligibility and work experience conditions to the EXECUTIVE ENGIEER (C) on or before the last date of receipt of application as at Para II(a) above. III. The intending tenderers shall submit definite proof of registration certificates and list of works of requisite magnitude completed along-with copy of certificates/ testimonials of their satisfactory completion from the department concerned obtained from an officer not below the rank of Executive Engineer-in-charge of the work, while applying for participation in tender in the prescribed format. (Applications received from a person or firm holding power of attorney on behalf of such registered contractor shall not be accepted). IV. Subject to the above eligibility conditions, tenderers will be allowed to participate for quoting the rates. V. The blank application form & blank tender document (with conditions, schedule etc complete) can be downloaded from the website www.gujarat.bsnl.co.in/civil. Such tenderers, who download the tender from web, should submit Rs 500/= (non-refundable) as the cost of tender alongwith the EMD, in the same manner as specified in para-XI below. VI. Tenders desirous of obtaining blank tender from shall submit the application for the same to the EXECUTIVE ENGINEER on or before 24/11/2009 up to 1600 Hrs on any working days. Blank tender forms shall issued to the eligible tenderer from the office of the EXECUTIVE ENGINEER upto 1600 Hrs. on or before 26/11/2009 on any working days on payment of Rs. 500/= in cash (non-refundable) per set. Application for issue of tender shall not be accepted by post. VII. SUBMISSION OF TENDER:- a-1) The “Tender“ and “Earnest Money” shall be placed in separate sealed envelopes marked “Tender” and “Earnest money” respectively. EMD shall be in the form of Demand Draft / Pay Order/ Receipted treasury challan/ Deposit at call receipt issued by Nationalized or Schedule Bank in favour of Accounts Officer, BSNL Civil Division, JUNAGADH. a-2) In case the tender document is downloaded from BSNL website, the “Tender” and “Earnest money plus Cost of Tender“ shall be placed in a separate sealed envelopes marked “Tender” and “Earnest Money plus Cost of Tender” respectively. b) The two envelopes –“Tender” sealed envelope and “Earnest Money or Earnest Money plus Cost of Tender” sealed envelope - shall be placed in another sealed envelop with following data written on it. i) Name of Work ii) Name of Tenderer iii) Last date of receipt of tender. Submission without EMD or EMD plus Cost of Tender or where the same is not in the prescribed form shall be treated as non-responsive and “Tender” sealed envelope shall not be opened and shall be returned to tenderer unopened. VIII. INSTRUCTIONS FOR TENDERERS USING DOWNLOADED TENDER DOCUMENT FROM WEB : The down-loaded “tender document” in which rates are quoted should be properly bound and sealed. The loose / spiral bound tenders shall be rejected outright. In case of any correction / addition / alteration / omission in the tender document, it is liable to be treated as non-responsive and shall be rejected. Every page of down-loaded tender shall be signed by tenderer with stamp (seal). The tenderer shall furnish a declaration to this effect that no addition/ deletion/corrections have been made in the tender document submitted and it is identical to the tender document appearing on Web-site etc. The printout should be taken on 12” paper only. The tenderer should also carefully read the important instructions to tenderers who have down loaded the tender document from web given in page ‘4’ of the tender document before submitting the tenders. IX. Tenders, which proposes any alteration in the work specified in the said form of invitation to tender, or in the time allowed for carrying out the work, or which contain any other conditions of any sort including conditional rebate will be summarily rejected. However tenders with un-conditional rebates shall be accepted. X. Tenders shall neither be issued by post nor the same be received by post. XI. If there happens to be holiday, on any date mentioned above, then the transaction will be made on next working day. XII. “General conditions of contract, for works in BHARAT SANCHAR NIGAM LIMITED are available on the website www.gujarat.bsnl.co.in/civil”. XIII. Successful contractor shall comply with the conditions of relevant EPF Act (by obtaining EPF Registration No. in the own name or using the EPF Registration No. of BSNL where the contractor is not required to have the same in his own name under the Act) including maintaining, producing and submitting various documents when demanded showing details of employees / labours engaged, duration of their engagement, amount of wages paid to such labours / employees for the relevant period, amount of EPF contribution (both employer’s / labours’ contribution) for the duration of engagement and proof of payment of the same to concerned EPF authority. Contractor will have to obtain EPF clearance from the concerned EPF authority before payment of final bill. XIV. The applicant shall produce attested xerox copy of Service Tax number at the time of application. XV. The agency has to deposit the Service Tax as applicable to the Government of India and submit copy of payment receipt failing which Security Deposit (SD) for the work will not be refunded. XVI. The rates quoted by the agency shall be including of all types of taxes / levies / duty including service tax, nothing extra shall be payable on such accounts. XVII. The rates quoted by the agency shall also be inclusive of 1 % ( one percent) cess on the work done and shall be recovered from running / final bill as applicable on the building and other construction workers welfare Cess Act, 1996 due to introduction of “The Building and other Construction Works Regulation of Employment and Conditions of Service Act 1996”.
