The Executive Engineer, BSNL Civil Division, Mehsana invites sealed RATE tender on behalf of BHARAT SANCHAR NIGAM LIMITED (A Government of India Enterprises) for the following work (s) from approved list of BSNL Civil Wing/DOT/DOP/CPWD/MES/LOCAL State PWD (B & R) and allied departments of local state PWD eligible for tendering the respective State PWD (R&B) for building works. The Central/State Government undertakings shall also be eligible to tender under usual terms and conditions applicable to them from time to time.

Criteria of eligibility for issue of tender documents for non-BSNL registered contractors of Public works organizations like CPWD, State PWD (B&R), DOP, MES & Railways only.For works upto Rs.5 lakhs – NIL,for works above Rs. 5 lakhs and upto Rs.2.5 Cr and all specialized works irrespective of its cost, the applicant should have completed works as per details below during the last seven years ending last day of the month previous to the one in which the tenders are invited. a) Three similar completed works costing not less than the amount equal to 40% of estimated cost OR b) Two similar completed works costing not less than the amount equal to 50% of estimated cost OR c) One similar completed works costing not less than the amount equal to 80% of estimated cost. For the purpose of this clause ‘similar works’ means the work of construction of building. (i) Last date of receipt of application (in prescribed format) for participation in tender 21.11.09 (upto 16.00 hours). (ii) Tenderers from eligible tenderers will be received by The Executive Engineer, BSNL Civil Division, Mehsana up to 15.00Hrs on Dt: 27.11.09 and will be opened by him or his authorized representative on the same day at 15:30Hrs. II) Tender will be issued to eligible contractors provided they produce proof of their valid enlistment, service tax registration and EPF registration with the appropriate authority as per statuary order. III) Subject to the above eligibility conditions, tenderers will be allowed to participate for quoting the rates. IV) Tender documents with additional conditions/correction slips and schedule of quantities/ other schedules can be downloaded from Website www.gujarat.bsnl.co.in. The cost of tender (non-refundable) may be submitted along-with E.M.D. in the same manner as specified in para-VI below. V) The blank application form can also be had from office of the EXECUTIVE ENGINEER , BSNL Civil Division, Mehsana up to 16:00Hrs on or before 21.11.09 on every working days. The Blank Tender documents can also be had from the office of said Executive Engineer upto 16:00Hrs on or before on Dt: 21.11.09 on every working days on payment of Rs 500 (non-refundable) per set. VI) E.M.D. and Cost of tender in the form of in cash (up to Rs.2500/-only)/Banker’s cheque/ deposit at Call receipt of a scheduled bank/Fixed deposit receipt of a scheduled bank/Demand draft of a scheduled bank issued in favour of Accounts Officer, BSNL Civil Division, Mehsana payable at Mehsana will be submitted along-with the “tender”. The “Tender” and “Earnest money” shall be placed in separate sealed envelopes marked “Tender” and “Earnest money” respectively. In case the tender document is down loaded form BSNL website, the “Tender” and “Earnest money plus cost of tender shall be placed in a separate sealed envelopes marked “Tender” and “Earnest money plus cost of tender” respectively. The “Tender” sealed envelope and “Earnest money or Earnest money plus cost of tender” sealed envelope shall be placed in another sealed envelope with following data written on it. (i) Name of work (ii) Name of tenderer (iii) Last date of receipt of tender VII) Tenders, which propose any alteration in the work specified in the said form of invitation to tender, or in the time allowed for carrying out the work, or which contain any other conditions of any sort including conditional rebate will be summarily rejected. However tenders with un-conditional rebates shall be accepted. VIII) The Down-loaded “tender document” in which rates are quoted should he properly bound and sealed. Loose/spiral bound submission shall be rejected out-rightly. (In case of any correction/addition/alteration/omission in the tender document shall be treated as non-responsive and shall be rejected). The tenderer shall furnish a declaration to this effect that no addition/ deletion/corrections have been made in the tender document submitted and it is identical to the tender document appearing on Web site. IX) Tenders shall neither be issued by post nor the same be received by post. X) If there happens to be holiday, on any date mentioned above, then the transaction will be made on next working day. XI) “General conditions of contract, for works in BHARAT SANCHAR NIGAM LIMITED are available on Website www.gujarat.bsnl.co.in “ as well as in the Division/ sub Division offices. XII) Every page of downloaded tender shall be signed by tenderer with stamp (seal). XIII) The rates quoted by agencies shall be inclusive of all types of taxes/levied by the Govt Such as service tax/cess & Welfare tax etc and nothing extra shall be payable on such account. XIV) The rates Quoted by the agency shall also be inclusive of 1% cess as applicable on the building and other construction works (Regulation of employment and conditions of service tax act 1996) and the same shall be recovered from all running bills and final bill.
