For Sl. No. 1:- 1) Branded manufacturers, who are interested to install and operate the vending machines directly. 2) Franchisers of the branded manufacturers having TWO years experience of operating Tea/Coffee Vending Machines at hospitals, railway stations, bus terminals, sea ports, airports and public places including down town market in the city. …2 :2: For Sl. No. 2:- Parties having experience of TWO years in running a good quality Restaurant/Fast Food Joint/Cafeteria in their own name and are having minimum annual turnover of Rs.3,57,000/- ( an amount equal to 12 months prescribed MRLF). NOTE: Past Experience of a tenderer means experience claimed during “twice” the period for which tenders are being invited i.e. in case tenders for a shop have been invited for a period of Five years, experience during the last Ten years from the date of publication of NIT shall be taken into consideration”. Turnover: “ Turnover” means turnover from similar business for the relevant period for which experience has been claimed in terms of NIT i.e., the Turnover should be related to the business only for which tender is called. Parties has therefore, to submit Profit & Loss Account along with the Schedule indicating the break up of their income from various sources separately. 3. Only one tender document shall be sold to a single party either a firm or an individual. The proprietor of more than one company or form will be considered as single party and one Legal Entity. 4. Any party either a firm or an individual falling under the following categories is not eligible: a) De-barred/black listed by Central Vigilance Commission, Central Bureau of Investigation and Airports Authority of India, Undertakings/Departments like Railways, Defence and any other Department of Govt. of India, State Government. b) Parties facing action under PPE Act with AAI. c) Parties either an individual or a business establishment, who has been ordered by a Court of Law to pay the outstanding dues of AAI at any of the airports as a whole and has not paid such dues to AAI. The associated firms/subsidiaries of such defaulting party shall also not be eligible for consideration of tender. d) Having outstanding dues in respect of International /Domestic Airports/ Civil Enclave controlled by AAI in Southern Region as a whole except dues equal to current month’s licence fee collectively. The tenderer has to give a declaration on Non-judicial Stamp Paper of Rs. 25/- duly attested by Notary Public indicating: i) the details of their contract at all airports as a whole. ii) The liability of payment of disputed/undisputed dues of AAI while submitting tender documents in Envelope-‘A’. …3/- -3- A DECLARATION TO THE EFFECT THAT THE TENDERER DOES NOT FALL UNDER THE CATEGORIES (a), (b), (c) & (d) ABOVE HAS TO BE GIVEN ON NON-JUDICIAL STAMP PAPER OF RS. 25/- BY THE TENDERER DULY ATTESTED BY THE NOTARY PUBLIC WHILE SUBMITTING THE TENDER DOCUMENTS IN ENVELOPE “A” (TECHNICAL BID). 5. In case the information furnished by tenderer is found to be incorrect/false, tender of such party is to be rejected by giving the reason and EMD forfeited besides debarring the participation of such party in AAI’s tender for 03 (THREE) years. 6. Any party who does not accept the contract after award in its favour would be debarred from future participation in AAI tender bids for a period of 03(three) years besides their EMD being forfeited. 7. 8. Tenders are required to be submitted in two separate Envelopes viz Envelope ‘A’ and Envelope ‘B’. Envelope ‘A’ should contain basic documents and Envelope ‘B’ should contain Financial Bid (only in the enclosed Form of Tender). Both the sealed envelopes containing Technical Bid in Envelope ‘A’ and Financial Bid in Envelope’B’ are to be put in a Master Envelope duly sealed. THE TENDERERS ARE REQUIRED TO PLACE CELLOPHANE TAPE ON THE QUOTED RATES IN ENVELOPE –B (FINANCIAL BID), WHEREIN CORRECTION/INSERTION/OVERWRITING MADE AND TOTAL AMOUNT BEFORE SUBMISSION OF TENDER DOCUMENTS, IN CASE TENDERER FAILS TO PLACE CELLOPHANE TAPE, THE OFFICER-IN CHARGE OF THE TENDER OPENING COMMITTEE SHALL PLACE CELLOPHANE TAPE BEFORE OPENING OF THE NEXT TENDER. 9. Tender documents for the above facilities duly completed in all respects should reach either by registered post or by persons at the above address on or before the mentioned date and time positively. The tender documents will be opened in the presence of the interested tenderers or their authorised representatives. The date of opening of Financial Bid shall be intimated separately in due course. ….4/- -4- 10. Tender documents shall be sold to the parties whose who are meeting the eligibility criteria on submission of written request. The complete tender documents form is also available in AAI web site www.aai.aero or www.airportsindia.org.in for the purpose of downloading and application made on such form shall be considered valid for participation in the tender process. However, the Parties who are downloading the tender set shall pay the prescribed cost of tender documents by Cash/draft on or before the last date of submission of the application form and bid documents. 11. AAI reserves the right to reject the conditional tenders without assigning any reasons thereto. 12. AAI reserves to itself the right to reject any or all the tenders without assigning any reason thereof and to call for any other details or information from any of the tenderer(s). 13. AAI shall terminate the agreement with any concessionaries who is found violate the above instructions and jeopardizing security. 14. The concessionaries shall observe all the prescribed security procedures as per BCAS approved security programme and security instructions issued by the BCAS from time to time. 15. Location of the counter/shop may be shifted due to operational reasons and or modification of building at the discretion of AAI. The licensees shall shift to the new location at their own cost. No reduction in the licence fee shall be permitted on account of relocation of the shop. 16. IT IS THE RESPONSIBIITY OF THE TENDERER(S) TO ENSURE TIMELY DELIVERY. NO TENDER WILL BE RECEIVED AFTER THE DUE DATE AND TIME UNDER ANY CIRCUMSTANCES. 17. If there is any taxable service then, the contractor shall mention the Service Tax Registration Number and also the Service Tax element in the tender separately.
